DCEP Settlement
Exploring Digital Currency Electronic Payment (DCEP) in cross-border bulk petroleum trade.
About DCEP
The Digital Currency Electronic Payment (e-CNY / DCEP) is the legal digital currency issued by the People's Bank of China, positioned as a cash-like payment instrument (M0), equivalent to physical RMB with legal tender status. As of mid-2026, DCEP trials cover 26 provinces and cities, with cumulative transaction value exceeding RMB 10 trillion.
In cross-border trade, DCEP offers significant advantages: peer-to-peer real-time settlement, no intermediary bank fees, programmable payment conditions (smart contracts), and full-chain traceability. For bulk petroleum trade, DCEP could significantly reduce settlement costs and shorten capital turnover cycles.
DCEP Advantages

DCEP supports 24/7 real-time settlement without bank hours.
Cost Reduction

Use Cases in Petroleum Trade
Crude Oil Import Settlement
Middle East crude oil import purchases traditionally require 2-3 intermediary banks, settling in 3-5 days. DCEP enables peer-to-peer real-time settlement.
Cross-border Rubber Procurement
Procure natural rubber from Southeast Asia; DCEP smart contracts enable delivery-against-payment, auto-triggering upon cargo verification.
Receipt Pledge Repayment
Upon receipt pledge financing maturity, DCEP programmable payment ensures simultaneous receipt unfreezing and loan repayment, eliminating timing risk.
DCEP vs Traditional Settlement

FAQ
How is DCEP different from WeChat Pay / Alipay?
DCEP is a legal digital currency issued by the PBOC with legal tender status, equivalent to cash. WeChat Pay/Alipay are third-party payment tools that circulate commercial bank deposits. DCEP can be used without a bank account.
When will SNSUC support DCEP settlement?
We plan to complete bank interface integration in Q3 2026 and begin pilot in Q1 2027. Actual timing depends on partner banks' DCEP cross-border interface availability.
Is DCEP cross-border settlement available now?
DCEP is currently piloted primarily in domestic retail scenarios; cross-border wholesale settlement is still under policy development. SNSUC is actively tracking policy updates and coordinating with partner banks.
