Cross-Border Mutual Recognition of Blockchain Warrants Enters Shanghai's 15th Five-Year Logistics Plan: Digital Warrants Move from Pilot to Institution

On 18 August Shanghai issued its 15th Five-Year Plan for modern logistics, calling for orderly registration of bonded, standard and non-standard commodity warrants and, building on the national commodity warrant registry, the construction of a cross-border mutual-recognition system for blockchain warrants. Dalian proposes a Northeast Asian eBL mutual-recognition pilot in its FTZ area, deploying blockchain plus privacy computing in its Smart Port 2.0 stack on UN/CEFACT standards. Qingdao is advancing acceptance of imported-crude inspection results, release-before-inspection, and bonded bunker 'one ship, multiple suppliers' and cross-terminal supply. Policy dividends are extending from clearance speed into the digitisation of title - directly widening the usable scope of SNSUC's digital warrants and SHA-256 fingerprint verification.
