I. OSP Official Prices: Second Straight Month of Tightening
Per SOMO's Oct Asia OSP (announced Sep 28–29), Basrah Medium was set at parity to the Oman/Dubai average (+$0.00/b) and Basrah Heavy at a -$3.30/b discount, each $4.00 tighter than September (-4.00/-7.30) — the second consecutive month of narrowing, as Iraq normalizes STS transshipment off Fujairah and seeks to improve netbacks.
II. Spot Discounts vs To-Hand Netbacks: Official Tightens, Realized Deepens
A Bloomberg-disclosed Sep 29 document shows SOMO's Oct cargoes offered at effective discounts of -$34.50 (Medium) / -$37 (Heavy) to destination benchmarks (Dated Brent for Europe, ASCI for the Americas, Oman/Dubai for Asia) — deeper than the <-30 seen in Aug–Sep. Yet spot tenders cleared at premiums: SOMO Sept–Oct cargoes to Asia awarded >Dubai +$10/bbl delivered (Kpler/Hellenic); ADNOC STS Fujairah cleared Dubai +$5–8 (~+$12–13 delivered NE Asia), QatarEnergy +$6. Both hold: official terms tighten while realized netbacks deepen on freight and war risk.
III. Loadport Premium +30% Mechanism and Freight Shock
The non-Hormuz loadport (STS Fujairah/Gulf of Oman) premium framework continues: ≥$0.20 (days 1–10), ≥$3.00/bbl (days 11–30, +30% for STS). VLCC spot rate TD3C has surged to ~WS600, and war-risk surcharges push delivered costs materially higher.
IV. To-Hand Netback Estimate
At an Oman/Dubai average of ~$95–96 and Medium OSP of +$0.00, after freight + STS + war risk, Iraq's effective netback is about -$30 to -$34/bbl for Medium and -$33 to -$37 for Heavy. Buyers should price on delivered netback, not the OSP differential alone.
V. Hormuz & Geopolitics: Recovery Is Not Safety
Kpler shows the strait's 7-day crude flow recovered to ~14.19 Mb/d, approaching the pre-war 17.13 Mb/d, but vessels widely switch off AIS and shift to STS while US escorts continue. On Oct 1, three Liberia-flagged tankers (AlRuwais, MersinProsperity VLCC with ~2 Mb Basrah crude, Sinbad) were struck by UAVs in the strait; the US is deploying a third carrier strike group (USS Theodore Roosevelt) plus ~9,000–10,000 troops, with Trump warning of possible post-midterm strikes on Iran. The risk premium will not fade soon.
