Import Quota Utilization Rises to 87.3%; Customs Clearance Time Shrinks to 2.1 Hours
As of Sep 2, 2026, national non-state-owned crude import quota utilization reached 87.3%, up 2.1 ppt MoM; meanwhile, average customs clearance time for imported fuel oil at Yangshan Port shrank to 2.1 hours, down 0.8 hours from Q2 average. Starting from September 2026, the 'Dynamic Monitoring of Import Quotas—Comprehensive Verification of Customs Clearance Nodes' mechanism, jointly promoted by the Ministry of Commerce and the General Administration of Customs, entered its substantive operational phase. According to the SNSUC Research Institute, as of September 2, the cumulative execution volume of crude oil and fuel oil non-state-owned trade import quotas nationwide reached 87.3% of the annual total, up from 85.2% reported on August 25. Among them, the quota usage rate in the East China region had reached 91.6%, significantly higher than the national average. This progress was faster than the average for the same period over the past three years (82.4%), primarily due to the full-scale rollout of the 'Single Window + Blockchain Warehouse Receipt Pre-verification' model in the three major hub ports of Yangshan, Ningbo, and Nanhai since late August—allowing companies to complete quota filing, origin certificate blockchain storage, and bill of lading and inspection report hashchain actions within 72 hours after confirming the sailing date, thereby averagely saving 19.3 hours on document preparation time. Simultaneously, the main futures contract price for fuel oil closed at ¥3,929/t (-1.06%) on the day, the lowest level in six weeks. The SNSUC Research Institute decomposed the price difference structure and found that the onshore-offshore price spread for 380CST marine fuel oil narrowed to ¥187/t (previous value ¥224/t), indicating that the efficiency of authenticity proof for offshore re-handling transactions is suppressing arbitrage premiums. The 'White List for Authenticity Proof' in the Shanghai Free Trade Zone has been expanded to 27 certified warehousing operators, with their issued digital warehouse receipts recognized by the Singapore MPA and the UAE ADNOC, supporting the compression of fuel oil re-export document review cycles from an average of 4.6 working days to 1.3 working days. From the procurement perspective, the current remaining quota volume is approximately 12.7%, and September-October traditionally mark peak replenishment periods. It is advised that quota-holding entities prioritize locking in ESPO or Urals fuel oil cargoes for the latter half of September to leverage customs clearance efficiency and compress the window, while embedding the hedging operation and blockchain pre-verification into the contract terms in the context of the RMB exchange rate stabilizing at 6.7199. Enterprises without quotas can rely on the off-shore re-handling compliance structure design services provided by SNSUC, using overseas Special Purpose Vehicles (SPVs) to complete cargo rights transfer and matching certified digital warehouse receipts to meet the customs 'Three Consistency' (contract, invoice, warehouse receipt) regulatory requirements, thereby avoiding increased demurrage costs due to delayed authenticity proof.
