Russian Crude $60 Cap Needs Three Aligned Documents; Iran Denied, Iraq Exempt
The G7 cap on Russian crude holds at $60 and the three documents must agree. The auto-denial list names only Iran; Iraq has been exempt since 2 October 2026 and SOMO may sign directly — the two must not be grouped.
