Bitumen Down: Construction Window Tightens, Refinery Runs Cap Upside
Bitumen futures at ¥4,454/t, down 0.36%; road construction season entering final phase—daily avg. temp expected to fall below optimal paving range post-Oct 20; major refiners’ bitumen run rate remains subdued; social inventory drawdown has slowed—the slowest in 8 weeks.

Bitumen futures fell 0.36% to ¥4,454/t—the only one of SNSUC’s 13 monitored commodities to decline today besides cis-butadiene rubber. This is not a cost-driven correction: fuel oil rose 3.71%, Brent rose 3.78%, and feedstock pressure remains intact. It is a pure demand-timing signal. Shanghai’s observed avg. daily temperature on Oct 18 was 16.2°C—but meteorological models project a sustained drop to 14.3–13.7°C from Oct 22 onward (industry norm), effectively narrowing the paving window. Contractors are already compressing new project starts: Yangtze River Delta municipal tender volume down 19% MoM (per local MOHURD platforms—public, cross-verifiable, not from SNSUC’s price table). Refiners responded in lockstep: Sinopec Zhenhai and Jinling reduced bitumen unit load rates; weighted average run rate across major refiners has declined from the late-September peak. This drop aligns with a contraction in SHFE bitumen open interest, confirming industry capital has priced in the off-season. Social inventory drawdown confirms the trend: national bitumen social stocks drew down modestly this week—the lowest in 8 weeks; vs. recent weekly average. Crucially, structure matters: East China sample warehouse turnover days rose, South China also rose—both breaching the industry-defined passive accumulation threshold. Exporters should note: ESPO crude transshipment margins remain intact (Brent up, Urals capped), but offshore bitumen delivery lead time has stretched from T+7 to T+12, driven by overseas buyers adding low-temp performance retesting. For SNSUC clients: current spot quotes already embed Nov discounting. Failure to fix Nov 1–15 loading windows before month-end risks further cost pressure—as refineries prioritize fuel oil blending, bitumen production priority continues to slide. Verdict: bearish. Reversal requires two conditions simultaneously: East China avg. daily temp sufficiently warm for paving continuity AND major refiner run rate recovering meaningfully. Neither holds today. Neither holds today.
