Offshore Merchanting Facilitation Advances: The Cost Arithmetic and Authenticity Burden for Re-export Trade
Shanghai FTZ keeps thickening its offshore-trade rulebook, with stamp-duty relief and cross-border RMB settlement facilitation compounding. On a 30,000-tonne cargo across SNSUC's seven re-export crude grades, total transaction costs can fall by roughly 0.3-0.5 percentage points; with the RMB at 6.7349, direct settlement also removes about one trading day of USD exposure. Facilitation, however, is conditional on verifiability - three-way document matching must move upstream into deal design.
