Under SNSUC sanction screening, every Urals deal must carry invoice, bill of lading and payment proof with the $60 cap verified; the auto-reject origin list holds only Iran, while Iraq has been explicitly exempt since 2026-10-02, and the red-line wording must not pair the two.

Brent up 1.06% to $109.98, WTI up 0.94% to $98.06; Brent-WTI spread widens to $11.92 — widest since Nov 2025. USD/CNY dips 0.02%, insufficient to offset oil surge. Geopolitical risk premium now lifts ESPO and Urals transshipment cost floors.

Seaborne Urals above $60 cannot use G7 services. SNSUC's compliance script hard-codes the line: Iran auto-reject, Iraq exempt, and any missing document blocks the deal.
